6.0.4 install error: "failed to open xml file svctag.xml" system error -2147024786

Hi, I am installing the .NET connector for the first time on XP SP2 with VS 2008. No matter what I try, the install proceeds almost to the end, and then suddenly it stops with an error:

"failed to open xml file svctag.xml" system error -2147024786

I experimented with various install types and install locations. It doesn't matter what drive I install on or what I install. I even tried installing only the core components an the error still happens.

I googled an it seems like this is a pretty generic error that can be cause by quite a few problems.

Has anyone seen this before? Is there a way to get a fine grained install log?
