Hi Pablo,
That file, "my.cnf", contains the configuration of the server and you can find it inside the server folder, C:\ProgramData\MySQL\MySQL Server XX. It might comes with .cnf or .ini extension. Regarding the lines being added, just like mentinoed in the tutorial, you can put them beneath [mysqld] instruction.
