Database connection fail at first time

I got a very strange problem when I use JDBC to acces MySQL database.
I have a jsp page running at tomcat server. this page accsses database by using JDBC.
The problem is every time when I start browser and access this jsp page, the connection to database will fail. I got an error. After I refresh, everything goes fine. After that, I try several times, it looks ok even sometime it takes a little longer time.
Struggle with this issue for several days, still don't know the reason?
Did somebody know what cause this problem and How to fix it?
