U+00BF is commonly used as a replacement code point for non supported code points; not only in UTF...

I do not discuss "the full UTF-8 repertoire", nobody needs it. (although we need TAB, CR, NL)
Indeed, ¿¿¿¿¿ is easier than throwing ERROR for code points not having a graphical image such as U+0080 "PAD" (of course not supported in MySQL; why to support padding/margin/sizing etc. controls? It does not have graphical image.)
