You can connect to local MySQL server even if your network is disconnected.
Actually I can connect to mysql thru Connector/J in the bellow situation

D:\Documents and Settings\Administrator>ipconfig
Windows 2000 IP Configuration
D:\Documents and Settings\Administrator>
---
By the way, what error message did you see and you thought you can't connect to mysql thru Connector/J ?
