It's really more of a question for NetBeans and/or the application server handling the JSP. There are a few suggestions on how to pass arguments to the JVM specifying a security policy, but the error you observe indicates the JVM is already using a non-standard security policy. You'll need to figure out how the JVM is being started in that manner and make adjustments.
