Yes, we had some issues with computing buffer sizes when handling character data after UTF8MB4 has been introduced in MySQL. That changed things a little bit and as a result they could cause this PacketTooBigException.
We may be able to check if there's an improvement here but we'll need a bug report and a working test case.
If you find the time get your hands on this then please report it and we'll see what we can do about it.
