You are already using MySQL under the GPL license, since that's what you downloaded.
I presume you mean non-GPL (commercial) license. Yes, that is correct. For in-house use you never need an additional license.

For distribution, could also consider partnering with MySQL
As a certified partner, you get various extras and a competitive advantage as your application would be certified for MySQL Network.

Your clients may want to subscribe to MySQL Network to use certified binaries, update and security advisors, knowledge base, and support.
