Hi Scott,

Like most software products, *each* copy of MySQL requires a license. You can buy a site-wide license that allows you to distribute as many copies as you like, but these licenses tend to be rather expensive.

In the same way that you will likely choose to charge for each copy of your software, we charge for each copy of our software (unless it is under the GPL).

As for licensing being complicated, I agree. Restricting rights on and charging for something as easily copied as software is difficult. This is one reason that we use a dual-licensing model. It gives people choice in their licensing.
