C:/WINDOWS/system32/drivers/etc/services not found installation exited abnormally

Everytime I try to install MaxDB, it says "file C:/WINDOWS/system32/drivers/etc/services not found installation exited abnormally at We, July 13, 2005 at 13:15:25"

I have no idea what this means, but i am running Apache 2.0.54 on Windows XP with PHP 5.0.2 and MySQL 4.1 installed.

If you could tell me what this problem is and how to fix it, it would be much appreciated..THANKS!
