I also had trouble installing DBD-mysql when using ActiveState Perl 5.10. I removed version 5.10 and installed version 5.8.

I couldn't find a repo with DBD-mysql, so I downloaded the zipped version of DBD-mysql and installed it locally. (http://ppm.activestate.com/PPMPackages/zips/8xx-builds-only/Windows/)

It installed and my program syntax was OK, but I've not tested running it yet.
