SUCCESS!!! I upgraded my Windows MySql implementation to the newest available (I was at 4.1.10a, I am now at 4.1.11), made sure to do the "UPDATE..." and "FLUSH..." as discussed elsewhere and suddenly my little script began working!!!.
I don't know what all the differences are between 4.1.10a and 4.1.11 but at least one difference fixed my problem. On to bigger and better things.
