My suggestion is that you need to set up a proxy for PPM.
The detail you can find in the doc of "ActivePerl User Guide".
ActivePerl User Guide -> ActivePerl FAQ -> Using PPM
Windows is not *nix, so to install a module downloaded from CPAN, especially the ones like DBD-mysql which need compiling, is a tough work to me.
