hebrew in MySql and PHP

hello !
i make a PHP page that insert data to MySql table.
when i insert data in the form and insert it to the DB - it's insert it but in the MySqlAdministrator it's show's as "???" and i ca't see what's write. if i insert the data directly from the MySqlAdministrator it's ok.
and also when i show the data to PHP page - i ca't see the data but only "???" marks
what can i do ? i try all the chasets and nothing help !!
