Lost connection to MySQL server at 'reading initial communication packet', system error: 111

What the hell is going on with this stupid database connection. I am getting this problem. I can access mysql at the command prompt. I am running the following:

Apache/2.2.3 (Ubuntu) PHP/5.2.1 Server at 127.0.0.1 Port 80

and I keep on getting the following error message:

Lost connection to MySQL server at 'reading initial communication packet', system error: 111

Please HELP!
