lost connection to MySQL server at 'reading initial communication packet', system error: 0

I got this message too, I've been looking for the solution but I found nothing. I use Win XP SP2, Apache 2.2.11, PHP 5.2.8, MySQl 5.1.30.

I use Norton Internet Security also, which if i turn it off then I don't receive this message. But i must turn the norton on.

Please help me.
