Korean characters displaying as ???

Help! I'm trying to display a Korean word which I SELECT'ed from a MySQL table. The Korean words show up correctly in Query Analyzer, and when I run the PHP script on the web server, it shows up correctly. I am using UTF-8 in my browser.

But I just installed WAMP on my Vista laptop, and the Korean characters do not show up when I use localhost on Apache to run the same script. Note: Apache and Firefox show the Korean characters okay - I opened the data file that has the Korean names and it appeared just fine!

What am I doing wrong? Is it a PHP.ini setting? (I'm running PHP 5.2)
