Some more comments...

Now this is interesting! It seems as though it is displayed correctly in my remote database, but not displayed correctly in the web page (CMS = Website Baker). I also noted when I switched the page encoding in my browser to 'ISO Latin 1' the the 'รง' displayed correctly. This did not work for the second example. My browser seems to automatically and correctly detect the encoding as UTF8.
