you need to explicitly set the delimiter to something other than ; before executing. Otherwise, MySQL thinks you're ending the procedure at the ;.

from mysql client:

mysql> DELIMITER //
mysql> CREATE PROCEDURE simpleproc (OUT param1 INT)
> SELECT COUNT(*) INTO param1 FROM admin_profile;
> END //
mysql> DELIMITER ;
