Many small queries - bad?

The first thing people ask about new CMS is how many queries per page does it make. In other words, number of queries is considered to be the most important performance factor by many people. My questions are:
1)Why? Is query overhead _that_ big?
2)What exactly creates that overhead?
3)How can I increase application performance without sacrificing good design? IMO, writing godzilla-sized queries and functions like retrieveUserWithPermissionsAndOtherStuff() is an awful practice.
