Is the URL pointing at content.php supposed to do that?
If an instructor tells me my code is correct, but it doesn't work as advertised, there are just two possibilities: the code has faults or the instructor is wrong. Arguably lifes too short to waste on instructors' bugs, so I'd ask my instructor to run the code, or ask her show me how to debug it, or find another instructor.
If you really want to debug this spaghetti code yourself, insert echo statements showing variable values, and track those down till you've isolated the failure point.
