I have exactly the same problem. I have deleted the old version of PHP and Apache and installed PHP 4.4.2 with Apache 2.0.55 but still get this message. I am using MySQL 4.1.18. Interestingly this seems only to happen on Windows, because I have almost exactly the same setup on my Linux web server and it all works fine. I am baffled by this problem and I have used PHP and MySQL for some time but nothing in the docs says anything about this. I can connect to MySQL on this PC using JSP and Tomcat.
