MySQL 5.1.41 Stored Procs and Signals

All,
doco describes signal and resignal (for all versions from 5.1 - 5.5) but when
trying to create a stored proc using the feature I get an SQL Syntax Error
What gives?
Cannot really go to v6 since we'll be using cluster which currently relies on 5.1
