Try

LOAD DATA LOCAL INFILE "c:\temp\tblacn.txt"
INTO TABLE tblACN
FIELDS TERMINATED BY ','
ENCLOSED BY '"';

Omit the column names since your tables only has the two columns. You may want to add a line terminator clause if that does not work.
