Connection Failed: [HY000] [MySQL][ODBC 5.1 Driver] Can't connect to MySQL server on 'mydomain.us' (10013)

I have install the MySQL ODBC 5.1 Driver on my Windows 7 computer. When I try to create a DSN I am getting the error:

Connection Failed: [HY000] [MySQL][ODBC 5.1 Driver] Can't connect to MySQL server on 'mydomain.us' (10013)

I have SQLyog installed on the computer and it can access the database just fine. I have checked and double checked the credentials and it still does not work. Can anyone suggest any trouble shooting for this?
