Upload Access DB to MySQL for Client

I do not know much about these kinds of issues as i have never come across one like this, but here is what is happening:

I have a client that needs a website that will display info on their web page from an Access database that they download every 2 weeks from their main office. What would be the best way to go about doing this? I want to be able to make the web page and set up the upload so they can do it without having to access the FTP account (I would create an administration page where they could upload the database). Would i even be able to use PHP in this scenario???

If that wont work, how could i streamline a process similiar to the above (easy for the client) that would import the Access database information into a MySQL database on their webserver?

Sorry if i am not making much sense with this. Any help would be appreciated.
