Ok Ladies & Gents

This IS the final solution.

goto here
http://support.microsoft.com/kb/239114/

Here you'll find the files that contain the right version of msjet40.dll

extract this file, its the only one you need. AGAIN MSJET40.DLL

Right click on the file and it will say, version 4.0.8015.0

Now you goto C:\Program Files (x86)\Microsoft Office\OFFICE11 for X64
C:\Program Files\Microsoft Office\OFFICE11 for X32

(office11 is the name for the 2003 version, you may see another name)

copy the dll into this directory, and it will work.

Why, simple, as a (ALL) developers should know a program FIRST looks in the current directory for any dll, then it looks in the system directory. This methodology has been in place since, win 3.1.

By doing it this way we are just using the windows os to do the work for us, how kind microsoft were to put it in the system directory, so we can use this easy method.

This way you DONT need to worry about windows protection errors, or creating msacess.exe.local directories, as there is no need to fuss with such things.

Works if you have norton on or off, works with Access 2003, Access2000, win 2000, xp, x64, server products too. This also works with the latest version of the mqsql-odbc download from here.
