See https://dev.mysql.com/doc/mysql-backup-excerpt/5.7/en/backup-types.html for cnditiomns under which raw ie filecopy backup is reliable.

If it's me, from https://downloads.mysql.com/archives/community/ I install, on another machine, the version of MySQL that produced those files. Once that version is running without error, I shut it down, copy its data files to a safe place, copy in the backup files, start the server, and try to fix the errors. If I get it to run, then I can dump required tables.
