Hola Nestor,

Un xcopy no funciona para tablas InnoDB.

Te recomiendo usar el mysqldump - http://dev.mysql.com/doc/refman/5.0/es/mysqldump.html para gererar todo el script y luego lo ejecutes en la máquina Windows.
