para ver las distintas optiones de como agregar una cuenta con host "%" que significa desde cualquier IP.

Pero una forma mas facil es usando el MySQL Administrator que lo podes bajar dede aqui
http://www.mysql.com/products/tools/administrator/

que tiene una interfaz grafica para agregar usuarios.
