Solucion error 1130 host 'localhost' is not allowed to connect to this mysql server

Hay que desinstalar el MySQL completamente y en mi caso (Windows Vista)(En los otros sistemas operativos tiene que haber una carpeta similar) ir a la raiz C:\ProgramData y borrar la carpeta MySQL , ahi se almacenan todo tipo de datos incluyendo "errores" que no se desinstalan , borrando esa carpeta se puede instalar nuevamante el programa desde 0 .

No se si va el tema en este lugar , espero que si esta en un lugar incorrecto un admin lo mueva a su sitio , espero que no borren este tema , ya que es una solucion que me llevo un buen tiempo encontrarla , gracias
