El error estaba en que con un dato tipo tinyint (Tipo_IVA) pretendía referirme a otro dato tipo int en la tabla de tipos de iva.He cambiado el tipo del dato Tipo_IVA a int como en la tabla referida, y se me ha creado la tabla.
