MySql 8.0 Japanese Character not inserted AWS RDS in Dev Environment

We updated MySQL 5.7 to 8.0.31 In AWS RDS Env.
A Japanese Character is not being inserted in AWS RDS.
All the configurations are similar to AWS RDS Env and in local Environments. Please help.
