How do I import db to local machine?

I am 100% new here, and fairly new to MySQL or anything to do with database and server management, so please be kind. :-)
My question:
I have a backed up database in a file called backup.sql.
It is located on my local hard drive at C:\. It is not in any other folder, it is sitting there on C:\ in plain sight,
I want to import it to a currently empty database that resides in C:/Program Files/MySQL/MySQL Server 4.1/data/forum.
How do I do that? Please be explicit in your instructions, as I am NOT well versed in server stuff. Dumb it down as much as possible,
