Expot to csv.

Hi, I have a table encoded in UTF-8 and some columns can be in Hebrew. When I export this to csv MS Excel opens it grabbled, but when I use Gnumeric it is OK. So I know that this is some encoding problem with windows, but do not know what to do (have tried 1255 encoding). Any ideas
