Your question cannot be answered easily. It depends on a few factors, including: your operating system; file system limitations; ISAM, INNO or other DB engine and table data size.
I have used JFS in OS/2 and found an interesting limitation when I had over 1e6 files in a directory, which would crash OS/2 during start up.
To correctly answer your question, i recommend you do a little research in the MySQL engine, operating systems file system limitations and your anticipated table data size to derive the maximum tables (although in a full unsigned 32 bit application, that can be as much as 4e9 tables, though I can't see the need for that many in any application)
