looking to see if you can use CPanel is a waste of your time!
Try taking a look a DBDesigner
http://www.fabforce.net. There is one plug in for it (salled SimpleWebFront) which will generate the necessary php code for you (and comes with the full download). You don't want to use it as is (from what I understand your purpose is to be). BUT, it will make a very good starting point for you.
You should also look into other good PHP/MySQL tools like phpMyAdmin (look it up on sourceforge.net) that you can then use for your DB administration and don't use CPanel.
