strange characters in data after migration

Hello,

We migrated our sites from one server to another along with our MySQL databases. I now see strange characters in the data, such as ’

These seem to be characters that are replacing other characters such as ' or other characters.

How can I fix this so

1. existing data has the correct characters
2. moving forward new data added will not have these characters.

I have always had my collation set to latin1_swedish_ci, even between both servers before migration.
