Help with create/alter routine priv

Hey All,
This is driving me nuts...
I am trying to grant create routine and alter routine to a user that I created but it just won't work! I've done the same thing on my dev database and it worked fine and I can create a procedure with the login. BUT on my prod database, when I grant the privileges, it won't let me create a procedure. When I check the privileges, the grants aren't there! Can someone help me figure out what's causing this?
