phpMyAdmin isn't published by the makers of MySQL.

And in general, open source tools like MySQL aren't usually designed to provide all related functionalities inside one package; the general idea is that you'll bring your own toolkit. Including your preferred text editor.

I agree a good text editor is essential for MySQL query & stored routine development. NotePad would be my last choice. Consider NotePad++ and TextPad.
