Do you need to do any other work except for insert or update?

if not, just do:

INSERT ...
ON DUPLICATE KEY
UPDATE ...

(see http://dev.mysql.com/doc/refman/5.0/en/insert-select.html).

BTW What interface are u using? I dont know row_count() or row_matched
