REGEXP_SUBSTR function missing
scenario: mysql community server 5.7

REGEXP_SUBSTR function missing
Our devs have reported that when trying to use REGEXP_SUBSTR function missing on a UAT db instance we have the function is missing.
The live equivalent (same OS & mysql version) does have this fucntion.
REGEXP_SUBSTR function missing is an "in built" mysql provision from what i can gather, but what doesnt appear clear is how it has "disappeared" recently from this UAT mysql instance, and how to get it back.
the UAT server was last patched Jan 18th 2022, the live server Dec 15th 2021.
Exact version are
UAT: 5.7.36
LIVE: 5.7.36
so it doesnt appear to be a mysql patch issue.
Anyway, ignoring for now how it happened, how do I get it back?
