Sometimes trigger,
sometimes procedure,
sometimes both or neither of them.
It depends on what are you trying to do, what is your requirement.

The trigger and the procedures are simple tools you are using to achieve something
Like a hammer and an axe - tell me which one is better/faster ?
Nobody can answer this without knowing a context - what we are going to do with these tools.
If the context is given, then we know that the hammer is better to nailing, and axe is better to cut the tree.
