I can connect as 'localhost', but not by its ip address

I'm new to MYSQL. I have MYSQL 4.0.4 at work running on a Win2000 server. It works perfectly.

I've setup MYSQL 4.1 on my WinXP Home. I'm able to connect via localhost, but not the PC's actual IP address. When I use MYSQL Admin 1.0.14 using the PC's IP address, I get a dialog box stating I'm unable to connect. I have an option to ping the IP address (which of course works). I'm logging as root. It seems to be a security issue, but I'm not sure.

I'm trying to test record locking (using INNO) and ultimately need to another PC access to the INNO database. My program works on the WinXP Home PC, if connects via localhost.
