Need to hire someone for an hour

I'm completely new to PHP (although I'm more experienced with VB6 and ASP and fully proficient at HTML). I need some PHP pages done pretty quickly and I just don't have the time to struggle with learning on my own. I came up with a rudimentary function so far -- that DOES work -- but it only returns one matching record in the d/b, not ALL of them.

This is what I need:

- code to fix the above problem
- basic code structure I can follow as a general template to read records from MySQL d/b and display on HTML pages
- code to read user input from a web form into a d/b
- code to populate dropdown lists from d/b records

I know this is really basic stuff, but it's taking me longer to search through all the forums and the manual to find exactly what I need. It will take one of you experts 20 minutes (with your eyes closed too, I'll bet).
