It does no say "NO PASSWORD". It says that the client is NOT ASKING for a password.
Before the password is set, access is granted. After setting a password, then client does not ask for a password, it just rejects the attempt to connect.
There are at least three of us with this trouble... Even the extreme measure uninstalling and cleaning out all mysql files did not resolve the problem here.
