Help with login system

I'm trying to create a login system for my website. I found one which someone else made, but i'm having trouble with it. In his ReadMe, part of the creator's instructions goes...

" - Dump createuserdb.sql into your MYSQL [this creates 'mx_users' table] "

Could you tell me how I do this? Thanks! :)
