Automatic CSV import

I am a newbie to MySQL and have a question that I cannot seem to find the answer:

Situation: I have a directory set up where a .csv file is to be uploaded on a timed basis - say every hour. I prefer to use a MySQL table for my PHP apps but the only data that the uploader can send is a csv file.

Question: Is there a way either with MySQL or with PHP to have a an automatic and timed import into a MySQL table that replaces all of the data in the table, with the latest .csv data?

ANY help would be greatly appreciated.
