Complete NOOB question

Basically I want to develop a mid range database system. So I believe it is 5 - 30 users probably. Ive done some research on Microsoft SQL server and Access.
Microsoft SQL Server would appear to be out of the price range and probably to complex. Access doesn't seem to have the flexibility.

What I really want is to be able to have the MySql Server running on a server. Then have numerous clients running on seprate terminals connected by a LAN. The main thing though is I want to be able to write the clients in C++.

Ive read about the C API and the C++ wrappers. That seemed fine to me. So the only issue is the speed of the communication over the LAN. Will it be acceptable to run a query and get ~ 10,000 results over a LAN for example?
