Server Question RE: Win2K

Hi again,
I'm trying to set up a MySQL/PHP setup on mylocal machine for offline development and learning.
I don't have IIS installed yet. I've read a lot about IIS being vulnerable. Can I set it to not serve pages outside my machine, and would that alone make it safe? I'm a little uncertain about this and how it works.
Should I consider running Apache for win2k instead?
